OnArcade 2: Tar installer

onArcade 2.3 has new tar installer that allows easy IPB arcade games installation. You just have to upload tar archive through admin panel and onArcade will unpack it, move all files to correct directories and return game information. After that you have to review game information and press Submit to add this game.
